I daily drive linux but need a Windows sandbox to test malware in, is there any good online windows sandbox? (Preferably ones that don't submit files to security researchers)

why can't you run a VM on your linux host instead? you could enforce the "no downloads" rule by airgapping the vm after installation. usually its just a single command for disabling the virtual network bridge that your VM uses for traffic forwarding through your host
