if a number doesn't come up from a breach lookup or a people search lookup, how does someone get their number? assuming this was needed to be done for 1000+ emails.

That's a difficult question, sometimes I think it would not be possible, or not easy enough to be able to automate it...
I know that the "forgot password" of PayPal leaks the 4 first and the 2 last numbers of an account (so you get that only from an e-mail at first).
Which is good but not enough, Idk if there are other osint techniques like this one to get the other missing numbers, and even so it wouldn't work everytime
